Gran Turismo for PSP is one of the greatest jokes of the console's history. Ironically, a Duke Nukem game will actually release on our system before this much-touted title ever finds way. It's one of the few titles announced before the PSP's launch that still hasn't come out yet. Ouch.
In an interview with Joystiq, Polyphony Digital boss Kazunori Yamauchi explained that the PSP version of Gran Turismo is still "actively in development" and reiterated that the title would not be completed until Gran Turismo 5 (PS3). Of course, considering GT5 won't release until 2010, PSP owners can still make jokes about this vapourous title for at least two more years.

Seriously though, they did say that they are gonna make the PS3 one first and look at the detail for that game, you cant make a game like that in a short amount of time. But that still doesnt let them of, the game was promised as a launch title.

This is part of why PSP software sales have bottomed out in the USA. Another big name franchise that just hasn't materialized.
If Sony really wanted this out on PSP, it would've been out by now - in multiple revisions, most likely. But they care more about trying to prop up the PS3, a system that doesn't have a tenth the profit making potential of the PSP (and at this rate, never will).
So they shift their priorities thusly and the PSP suffers. I'm frankly surprised the system has done as well as it has in non-JP markets, given the Sony not pushing any new, hot 1st and 2nd party titles onto the platform.
Maybe if the USA got a little Gundam love and the many other other titles that have made the PSP the #1 system in Japan... But no, Sony is nothing if not totally arrogant and stubborn.

well think of it like this... by the time it launches, the psp will have sold a lot. therefore, they will get a lot of sales. and that should help them recover their money faster... ummm thats about as optimistic as i can be. but yeah they should release the earlier gt games on the psn and people could play them on their psps.

i hate it when people say sony and refer to the company as if it was a person... and i agree with you. beaurocracy must be eating them alive at this point im sure they are aware of it they just have to take care of many things at once. but they need to work harder yes. or do something else. something in that company isnt working right. must be beaurocracy i think. they take too long to roll out things. thats what happens when your no.1 for so long. in any industry at all. think cars like gm and ford and look at how toyota little by little or how fast depending on how you see it, took the top spot for them.
they do need to wake up and act quickly. and people say the wii is like a whole different product but wii buyers were potential ps3 buyers so... their loosing from lots of sides.
thats what i think

I just got Race Driver 2006 and it's wonderful.
I don't feel like I'll ever need another racing game for PSP again, I mean, unless GT for PSP can pump out 60 frames per second, which would be awesome.

My guess is that GT will be a launch game for the PSP2 then. With the rumors that the PSP2 will come out in November of 2010. This would be the best launch game to help sell the PSP2. So why not just make this game for the PSP2 instead seeing as how late this would come out on the PSP. Plus it would be harder to pirate too. So I say GT will not come out on the PSP any more but the PSP2 and if it is a launch game. I will be in line to get it on day one.

Sony should have just hired someone to port over GT4. As mentioned in the comments, Codemasters did that with their Toca/Race Driver series, and it came out quite well.
But, no, Sony couldn't be bothered to do that. Just like they rather have PD make that motorcycle game for the PS that no one bought, insead of doing GT PSP.

Seeing GOW and now Resistance coming to my little handheld got me thinking....I'd rather NOT have GT on a handheld...too much comittment and the controls will NOT equal a 'real driving simulator' experience.
I would MUCH rather see a Motorstorm for PSP.
