I have vague memories of this. I seem to remember that instead of jumping, she would hook onto things like Bionic Commando. Interesting concept, but the control were wonky as heck.

It's a fun game. The girl indeed uses a grappling hook ALA bionic commando, so it's basically cute platforming action.
Hope it's not just a port of the PS1 version, but rather a new game.
